Of course it's just rumours and speculation and no-one knows. But because everyone knows that any Northern investment is quite unlikely to get finished, the private sector doesn't invest ahead. In London, Oxford, Cambridge, etc... they do, because they know the cash will come.
Of course there's enough cash! It's a political choice whether or not to spend it. That's the only limitation.

They decided not to fully electrify the rail from Paddington to West Country. Cancelled the bit from Chippenham to Bristol. Resulting in new trains that had to also have Diesel engines to run the whole distance.
Seeing as HS2 is paid for by borrowing at zero or negative interest rates, yes. More likely a "leaked" story to see what the reaction is and see if they can get away with it.
